New Enfranchised Noises was born out of a discussion about tools as they relate to the craft of music: namely, whether the equipment dictates the final result or vice versa, particularly within the realms of non-standard instrumentation and arrangement. In other words, if you give someone a synthesizer, would they suddenly become Pink Floyd -- or Merzbow -- and so on.
To that end, each musician was instructed to submit one or two samples to a common pool, then craft a piece of sound art using only the samples contributed, manipulating these sources as they saw fit.
When the dust settled, contributions for Volume 2 came in from Norway, Thailand, Japan, the United Kingdom, Belgium, the United States, Sweden, and Germany.
